A two-judge bench of Justices Surya Kant and Joymalya Bagchi called the attempt “a complete fraud on the judicial system” and directed that all matters pending before the Supreme Court involving Balaji be listed for hearing on Wednesday.

But the health secretary says he will not negotiate on pay, adding that the union has lost goodwill with their five-day walkout.

The officials said that the incident occurred around 11.30 am as an Army convoy was traveling from Durbuk to Chongtash in the Leh district. The deceased were identified as Lieutenant Colonel Bhanu Pratap Singh and Lance Dafadar (Lance Corporal) Daljeet Singh.
